Create the Procurement Modernization Advisory Council with nine members, chaired by the Executive Director of the Mississippi Department of Information Technology Services, to oversee modernization of procurement processes and statewide digital services implementation.

Establish a centralized cloud storage center through MDITS to serve as a unified platform for all state agencies, with all state agencies required to transition by July 1, 2030, and county and municipal governments supported for integration within three years of initial implementation.

Direct MDITS to establish cybersecurity standards for state agencies, implement 24/7 monitoring of critical systems, and conduct regular compliance audits.

Authorize MDITS to create a dedicated division for statewide digital services, including technical assistance, training programs, and electronic procurement systems for state, county, and municipal agencies.

Require MDITS to provide annual progress reports to the Legislature detailing cloud storage implementation, cybersecurity enhancements, and cost savings achieved through procurement modernization.
