Amends Section 31-7-1 to define "lowest and best" as the life cycle cost or total cost of ownership of goods or commodities being contracted for, incorporating ongoing maintenance, operation costs, and other relevant considerations.

Modifies Section 31-7-13 to require that life-cycle costing, total cost bids, warranties, guaranteed buy-back provisions, and other relevant provisions shall (rather than may) be included in best bid calculations for all purchases.

Brings forward 28 additional code sections containing references to "lowest and best" bidding standards to ensure consistency across Mississippi's public purchasing laws.

Effective date: July 1, 2025.
