Appropriates $100,000,000 from the Coronavirus State Fiscal Recovery Fund to the Mississippi Department of Information Technology Services for broadband assistance, effective July 1, 2025 through June 30, 2026.

Creates a program administered by the Department of Information Technology Services in conjunction with the Wireless Communication Commission to provide up to $15 per month per household in financial assistance to reduce broadband costs for eligible households.

Defines eligible households as those already approved to receive federal Emergency Broadband Benefit (EBB) or Affordable Connectivity Program (ACP) benefits, with assistance paid directly to broadband providers.

Requires appointment of an ombudsman to monitor the program and ensure financial assistance reaches underserved communities, with both providers and households able to apply for benefits.

Establishes compliance requirements for fund disbursement under federal Social Security Act Section 602 and the American Rescue Plan Act, including Single Audit Act compliance and repayment obligations if funds are determined to be used improperly by federal inspectors general.
