Adds vision of 20/200 or less in at least one eye with proper correction to the definition of disabilities qualifying for special disabled parking license plates and windshield placards.

Allows licensed optometrists to certify vision-related disabilities under Section 73-19-1 et seq., in addition to licensed physicians.

Maintains existing requirements for physician certification that disability will last at least five (5) years for initial application and renewal.

Applies to special license plates, decals for disabled American veteran plates, and removable windshield placards (both permanent and temporary).

Effective date: July 1, 2025.
