Establishes the Mississippi-Ireland Trade Commission consisting of 10 members appointed by the Governor (3), Lieutenant Governor (2 senators), Speaker of the House (2), President of the Mississippi Economic Council (1), with the Executive Director of Mississippi Development Authority and Commissioner of Institutions of Higher Learning serving as ex officio members.

Requires appointees to have current or past involvement in organizations promoting Irish affairs or interest in trade relations between Mississippi and Ireland; initial appointments due by July 1, 2025, with subsequent terms lasting four years.

Commission purposes include advancing bilateral trade and investment, initiating joint action on policy issues, promoting business and academic exchanges, encouraging mutual economic support and infrastructure investment between Mississippi and Ireland.

Authorizes the commission to raise funds through direct solicitation, fundraising events, and accepting gifts, grants, and bequests from individuals, corporations, foundations, and governmental and private organizations to carry out its purposes.

Effective date is March 17, 2025; commission members serve without compensation and must meet at least quarterly with a majority constituting a quorum.
