Removes the age restriction that previously required a person to be convicted of a misdemeanor before reaching their twenty-third birthday to be eligible for expungement under Section 99-19-71.

Allows any first-time offender convicted of a misdemeanor in municipal court (excluding traffic violations) to utilize expungement provisions, regardless of age.

Maintains existing expungement requirements including a showing of rehabilitation, good conduct for two years since last conviction, and that expungement serves the best interests of society.

Takes effect July 1, 2025.
