Amends Section 93-19-13 to clarify that persons 18 years or older have capacity to convey and/or encumber personal property, mortgages, and real property through binding contractual relationships.

Maintains existing provisions allowing persons 18 or older to enter binding contracts affecting personal property, mortgages, real property, and publicly traded equities.

Preserves authority for persons aged 18 to 21 to lease residential property and secure utility services before reaching age of majority.

Brings forward Section 93-19-1 allowing chancery courts to remove disability of minority for minors, enabling them to sell, convey, mortgage, lease, and execute contracts concerning real estate.

Effective date: July 1, 2025.
