Changes the date for holding primary elections for U.S. Representatives in non-presidential election years from the first Tuesday in June to the second Tuesday in March.

Moves the candidate qualification deadline for congressional offices from February 1 to 75 days before the congressional preference primary, with the earliest filing date moved from January 1 to December 1 of the preceding year.

Establishes the second Tuesday in March as the date for Yazoo-Mississippi Delta Levee District primary elections, with a qualification deadline of 75 days before the congressional preference primary.

Repeals Section 8, Chapter 12, Laws of 1928, which previously specified nomination dates for Yazoo-Mississippi Delta Levee Commissioners.

Takes effect July 1, 2025.
