Requires all state agencies, departments, institutions, and political subdivisions providing programs or services to children to create an annual itemized list of those programs and services.

List must include program descriptions (categorized by target population and region), federal and state funding sources, operating costs, performance measures with intended and actual outcomes, and number of children served.

Agencies must submit itemized lists to the John C. Stennis Institute of Government at Mississippi State University by September 1 each year.

Stennis Institute compiles all submitted information into a single document organized by program and by providing agency, and distributes to House and Senate committee chairs by December 1 each year.

Effective July 1, 2025.
