Authorizes issuance of state general obligation bonds not to exceed $650,000 to fund repair, renovation, expansion, and improvements to the Dr. Timothy Burrow Multipurpose Building in Jonestown, Mississippi.

Bonds may also fund construction of a parking lot, sidewalks, and excavation improvements related to the building.

Creates the "2025 Dr. Timothy Burrow Multipurpose Building Improvements Fund" within the State Treasury to receive and disburse bond proceeds for authorized projects.

Bonds may mature up to 25 years from issue date, bear interest at rates not exceeding limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

No bonds may be issued after July 1, 2029; any remaining fund balance after project completion shall be applied to bond debt service.
