Authorizes issuance of up to $2,000,000 in state general obligation bonds to assist Holmes County with road, street, and county building improvements.

Creates a special "2025 Holmes County Roads and Buildings Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds shall mature no later than 25 years from issuance and cannot be issued after July 1, 2029.

Bonds are backed by the full faith and credit of the State of Mississippi, with the State Treasurer authorized to pay principal and interest from state funds if necessary.

Bond proceeds and investment earnings are tax-exempt and may be applied to debt service on the bonds once projects are completed or abandoned.
