Creates the "Create A Respectful And Open Workplace For Natural (CROWN) Hair Act" to prohibit discrimination based on natural hairstyles including afros, braids, twists, and locs in workplaces and schools.

Prohibits employers, schools, and school districts from creating dress codes restricting natural hair, denying promotions, reducing wages, or disciplining employees/students based on hairstyle.

Establishes civil liability with remedies including unpaid wages, liquidated damages, compensatory damages, punitive damages, and attorney's fees for violations.

Amends state employment discrimination policy to include natural hairstyle protection, condominium restrictions to prohibit hairstyle discrimination, and real estate licensing grounds to include discriminatory conduct.

Authorizes counties and municipalities to adopt ordinances prohibiting discrimination based on natural, protective, or cultural hairstyles with additional penalties.
