Removes the requirement that state employees use one day of accrued personal or compensatory leave before accessing major medical leave for illness or injury.

Eliminates the provision that employees without personal leave must use unpaid leave before using major medical leave, effective July 1, 2025.

Maintains exception allowing major medical leave use without prior leave usage for regularly scheduled doctor visits related to chronic disease treatment and for absences exceeding 32 consecutive working hours with physician certification.

Preserves existing major medical leave accrual rates based on years of service, ranging from 5 to 8 hours monthly for standard employees and 13.3 to 16 hours monthly for nine-month faculty members.
