Appropriates $13,000,000 from the Health Care Expendable Fund to the Department of Finance and Administration for grants under the Mississippi Hospital Recovery Trust Program through June 30, 2026.

Appropriates $2,000,000 from the State BP Settlement Fund to the Department of Finance and Administration for the same grants program.

Appropriates $135,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration for the same grants program.

Requires the department to verify that expenditures from the Coronavirus State Fiscal Recovery Fund comply with federal Social Security Act Section 602 requirements and that recipients have not received duplicate reimbursement from other sources.

Establishes that if federal inspectors find improper use of Coronavirus State Fiscal Recovery Fund money, the department or recipient must repay the State of Mississippi for federal repayment obligations.
