Authorizes chancery and county courts to establish domestic abuse court programs, with municipal and justice courts allowed to participate in county programs.

Domestic abuse courts focus on victim safety and offender accountability through coordination of criminal justice professionals, social service referrals, and centralized monitoring of compliance with protection orders and treatment requirements.

Requires the Administrative Office of Courts to develop uniform standards for domestic abuse court operations covering establishment, funding, procedures, referral protocols, participant eligibility, and roles of the court.

Creates a Domestic Abuse Court Special Fund in the State Treasury to provide supplemental funding to all domestic abuse courts through legislative appropriations, federal grants, and other sources.

Imposes a $1.00 assessment on fines for implied consent law violations, game and fish violations, other misdemeanors, and other felonies to fund the Domestic Abuse Court Fund, effective July 1, 2025.
