Authorizes issuance of state general obligation bonds up to $5,000,000 to assist Coahoma County in paying costs for the Town of Jonestown's 2025 Water and Sewer Improvement Project.

Creates a special fund titled "2025 Coahoma County - Town of Jonestown Water and Sewer Improvements Fund" within the State Treasury to receive and disburse bond proceeds.

Bonds may mature up to 25 years from issuance date, with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and all bonds backed by the full faith and credit of the State of Mississippi.

State Treasurer and Department of Finance and Administration are authorized to issue warrants and pay debt service on bonds when due from state funds.

Bonds cannot be issued after July 1, 2029, and the act becomes effective July 1, 2025.
