Creates a special "Historic Courthouse Fund" in the State Treasury administered by the Department of Archives and History to provide grants to counties for maintenance and restoration of historic courthouses in Mississippi

Requires counties receiving grants to provide matching funds equal to 25 percent of the grant amount

Authorizes the Department of Archives and History to solicit and accept donations, gifts, and grants of money and property, with authority to sell donated property and deposit proceeds into the fund

Allows the Legislature to appropriate, transfer, or otherwise provide additional funds to the Historic Courthouse Fund

Requires unexpended funds to remain in the fund at the end of each fiscal year without lapsing to the General Fund, with all interest earned deposited back to the fund; effective July 1, 2025
