Exempts qualified resort areas (as defined in Section 67-1-5(o)(iii)32 and 83-84) from the 400-foot distance restriction that normally applies to manufacturing, sale, or storage of alcoholic beverages near churches, schools, kindergartens, and funeral homes.

Exempts a licensed premises at 1801 Government Street in Ocean Springs, Mississippi from distance restrictions on alcoholic beverage sales and storage.

Allows holders of certain permits (on-premises retailers, caterers, native wine/spirit retailers, temporary retailers, merchant permits, and event venue retailers) to sell open containers of alcoholic beverages that can be removed and consumed within leisure and recreation districts.

Maintains existing exemptions from distance restrictions for bed and breakfast inns on the National Register of Historic Places, historic districts in municipalities with populations over 100,000, and certain theatre facilities.
