Directs the Mississippi Department of Archives and History to remove the depiction of the Confederate flag from the State Capitol rotunda as soon as practicable after the bill's effective date.

Amends Section 55-15-81 of the Mississippi Code to require legislative authorization before relocating, removing, disturbing, altering, renaming, or rededicating historical military items, structures, or areas on public property.

Preserves the ability of public bodies to protect, preserve, repair, or restore historical items without restriction, and allows relocation to more suitable locations as determined by the governing body.

Exempts items and structures on property owned by the Mississippi Transportation Commission that may interfere with public transportation facility construction, maintenance, or operation.

Takes effect July 1, 2025.
