House Bill 555 Summary

• Exempts purchases by the Department of Finance and Administration for renovation, repair, restoration, or improvements to the State Capitol Building and grounds or other historical buildings/sites designated as both a National Historic Landmark and a Mississippi Landmark from competitive bidding requirements under public purchasing law.

• Exempts these same purchases from review and approval by the Public Procurement Review Board.

• Creates an exemption for personal and professional services contracts (such as architectural and engineering services) entered into by the Department of Finance and Administration for the same Capitol Building and landmark buildings, effective through June 30, 2028.

• All exemptions established by this bill automatically repeal on June 30, 2028, unless extended by future legislative action.

• Effective date: July 1, 2025.
