Increases the number of package retailer's permits one person may own from one to two under specific conditions, effective July 1, 2025.

Permits a second package retailer's permit if the additional premises is located in a municipality with a population of at least 35,000 and is in a different municipality than the original permit, OR is located at least 75 miles from the person's other permitted location.

Allows holders of package retailer's permits issued before July 1, 2024, to own a second permit if the new premises has a minimum capital investment of $20,000,000 as part of a major retail development project in one of Mississippi's three southernmost counties and is at least 100 miles from their existing permit location.

Maintains existing restrictions on spouse, relatives, and household members owning additional package retailer's permits without the permittee's ownership.
