Changes voting rights suspension for felons from permanent to temporary, automatically restoring voting rights once a person completes all sentencing requirements of their conviction.

Replaces references to specific "disenfranchising crimes" with a general felony standard across Mississippi Code sections 23-15-11, 23-15-19, 23-15-125, 23-15-151, 23-15-153, and 23-15-165.

Requires the Statewide Elections Management System to automatically restore voters' names to registration rolls, voter rolls, and pollbooks upon completion of sentencing requirements.

Directs county registrars to receive regular reports of felony convictions and of individuals who have satisfied all sentencing requirements to maintain accurate voter records.

Takes effect July 1 following the year the Secretary of State certifies passage of a related constitutional amendment (House Concurrent Resolution No. ___, 2025).
