Amends Section 27-115-85 to permanently require all lottery net proceeds to be deposited into the State Highway Fund for highway and bridge repair and maintenance, with amounts exceeding $80 million annually transferred to the Education Enhancement Fund for early childhood learning, classroom supplies, and other educational purposes.

Removes the sunset provision (previously set for July 1, 2028) that would have redirected lottery proceeds to the State General Fund, making the current distribution formula permanent.

Eliminates the reverter on Section 75-76-129 requiring fees from sporting event wagers under the Mississippi Gaming Control Act to be deposited into the State Highway Fund for highway and bridge repair and maintenance.

Brings forward Section 27-115-51 to clarify that net lottery proceeds are deposited into the Lottery Proceeds Fund in the State Treasury within 20 days following each calendar month close.

Effective July 1, 2025.
