Creates the crime of child grooming, defined as knowingly persuading, inducing, enticing, or coercing a child under 18 with intent to commit a sex offense as defined in Section 45-33-23.

Establishes penalties of up to 1 year imprisonment or $1,000 fine for offenders aged 18-20; up to 5 years imprisonment or $5,000 fine for first offense by offenders 21 and older, and up to 10 years imprisonment for subsequent offenses.

Provides affirmative defense for offenders under 18 who engaged in conduct with another child under 18 within 3 years of age difference in an existing dating relationship, or with a spouse.

Takes effect July 1, 2025.
