Authorizes counties and municipalities in Mississippi to contract with other states to house juvenile offenders when state detention facilities reach operational capacity, provided the youth has been adjudicated delinquent and has no history of escape.

Requires out-of-state facilities to comply with American Correctional Association Standards, Mississippi Juvenile Detention Facilities Act, U.S. constitutional standards, and all applicable court orders for youthful offenders.

Maintains Mississippi youth court jurisdiction over adjudicated juveniles even when housed in facilities located in other states.

Brings forward Section 43-25-101 (Mississippi Code of 1972) establishing the Interstate Compact for Juveniles, which creates an Interstate Commission for Juveniles to oversee interstate movement of juvenile offenders, coordinate supervision, and establish uniform procedures and data collection standards among member states.

Takes effect July 1, 2025.
