Redirects all net lottery proceeds to the State Highway Fund for construction, repair, renovation and maintenance of state highways and bridges, effective July 1, 2025.

Removes the sunset date (June 30, 2028) that previously limited lottery highway funding, making the arrangement permanent.

Directs gaming fees collected from sports betting wagers to the State Highway Fund for highway and bridge repair and maintenance rather than other state funds.

Prioritizes lottery and gaming proceeds for matching federal highway infrastructure funds authorized after September 1, 2018.

Eliminates the previous provision that transferred lottery proceeds exceeding $80 million annually to the Education Enhancement Fund.
