Establishes a three-year pilot program with Region 3 Community Mental Health Center to license and regulate adult residential treatment facilities and adult supportive residential facilities, limited to 50 participants.

Requires the State Department of Mental Health to license these facilities and the State Board of Mental Health to adopt rules addressing facility requirements, staffing, programming, and operational standards.

Makes it unlawful to own or operate an adult mental health facility without obtaining a license from the department, with authority to suspend, revoke licenses, or impose fines for violations.

Amends Section 43-13-117 to add mental health services from licensed facilities to Medicaid coverage with initial daily fee schedules: basic supportive living ($88), enhanced supportive living ($160), medically fragile ($290), and adult residential treatment ($314.82).

Directs the Division of Medicaid to apply for federal waivers necessary to implement the pilot program and its Medicaid coverage provisions.
