Removes the June 30, 2028 expiration date on lottery proceeds distribution to the State Highway Fund, making the current arrangement permanent for highway construction, repair, renovation and maintenance.

Eliminates the provision that transferred lottery proceeds exceeding $80 million annually to the Education Enhancement Fund, redirecting all net lottery proceeds to highway funding.

Permanently deposits sports betting fee revenue collected under the Gaming Control Act into the State Highway Fund for repair and maintenance of highways and bridges, removing the temporary sunset provision.

Redirects gaming tax revenue to the 2022 Maintenance Project Fund (50%) and 2022 Capacity Project Fund (50%) instead of the State General Fund.

Effective July 1, 2025.
