Adds definitions for "foreign adversary" (foreign governments or persons designated as such by the U.S. Secretary of Commerce) and "foreign principal" (government officials, political parties, organizations, or individuals domiciled in foreign adversary nations)

Requires lobbyists to disclose on registration statements whether their client is a foreign principal of a foreign adversary, and if so, identify the specific foreign adversary by name

Foreign principal definition includes entities organized under foreign adversary laws, subsidiaries of such entities, and any person or entity with controlling interest in organizations connected to foreign adversaries

Registration statements already require lobbyist identification, client business information, and specific issues being advocated; the foreign adversary disclosure adds to existing transparency requirements
