Requires any law enforcement officer who stops or detains a person to articulate the reason or reasons for the stop during the time of the stop.

Defines "law enforcement officer" as any person with legal authority to stop or detain someone, where refusal could result in criminal penalties.

Defines "stop" to include any hindrance of movement, interruption, or detention by law enforcement for any reason, including consensual or nonconsensual searches of a person's body or property.

Becomes effective July 1, 2025.
