Consolidates licensure of professional surveyors into the existing Board of Licensure for Professional Engineers, creating the Board of Licensure for Professional Engineers and Surveyors with 6 licensed engineers and 3 licensed surveyors, each serving 6-year terms.

Establishes qualifications and licensure pathways for professional surveyors with multiple educational routes (bachelor's degree in surveying through high school diploma with 12+ years experience) and requires passage of surveying examinations.

Increases application and renewal fees: professional engineer/surveyor licensure up to $150 (from $75), renewal up to $100-$200 annually (from $50-$100), and certificate of authority fees up to $350-$700 (from $250-$400).

Allows surveyors to enter public or private lands without criminal trespass liability when performing surveying duties, with limited civil liability for property damage caused by surveyors.

Repeals existing land surveyor licensure sections (73-13-71 through 73-13-105) and requires board to hold four quarterly meetings annually with mandatory attendance or face removal from board.
