Defines "nonemergency medical transportation" (NEMT) as transportation services for individuals with a transportation need related to a covered health benefit but not experiencing an emergency requiring an ambulance.

Requires the State Department of Health to adopt rules for NEMT vehicle permits, including driver qualifications (background checks, drug screens, motor vehicle records checks), vehicle safety standards, maintenance requirements, and minimum insurance.

Exempts NEMT providers under contract with Medicaid transportation brokers from permitting requirements if the broker certifies driver and vehicle compliance with state standards, though such providers must register with the department.

Exempts regular transportation provided by Transportation Network Companies or contract carriers to ambulatory individuals qualifying for NEMT services from the permitting and standards requirements.

Allows NEMT providers with valid permits to also transport ambulatory individuals and takes effect July 1, 2025.
