Authorizes issuance of state general obligation bonds not to exceed $2,031,126.00 to assist the Town of Sunflower, Mississippi with citywide street improvements.

Creates the "2025 Town of Sunflower Street Improvements Fund" within the State Treasury to receive and disburse bond proceeds for street improvement costs.

Bonds may have maturity dates up to 25 years, with interest rates not exceeding limits set in Section 75-17-101 of Mississippi Code; bonds are exempt from state taxation.

No bonds may be issued after July 1, 2029; any remaining fund amounts after project completion shall be applied to pay debt service on the bonds.

Full faith and credit of the State of Mississippi is pledged to pay bond principal and interest, with deficiencies paid by the State Treasurer from the General Fund.
