Requires towing companies to notify vehicle owners and lienholders of the amount due for towing and storage using the most immediate means of contact available within five business days of the initial tow, and by registered mail no later than five business days after the tow.

Towing companies must obtain owner and lienholder names, addresses, phone numbers, email addresses, and other available contact information from appropriate authorities if the owner has not contacted them within five business days.

Towing companies that fail to timely comply with notice requirements are precluded from collecting towing and storage charges unless they demonstrate a good faith but unsuccessful effort to identify and contact the vehicle owner and lienholder.

Towing companies must maintain accurate records for three years identifying all vehicles towed and stored and all procedures taken to comply with these requirements.

The act becomes effective July 1, 2025.
