Creates new Section 25-61-11.3 to exempt seafood license application records and all records related to license holders from the Mississippi Public Records Act of 1983.

Allows exempted records to be released only by court order or with approval from the Executive Director of the Department of Marine Resources for the benefit of fishermen and the environment.

Makes exempted records available to all law enforcement agencies upon request.

Amends Section 25-61-5 to add the new exemption to the list of exceptions to public records disclosure requirements.

Effective date is July 1, 2025.
