Requires all Driver Services Division staff to receive training on accepting civil rights complaints by July 1, 2025.

Permits applicants to obtain a driver's license without providing a social security number if they file an affidavit under penalty of perjury affirming they have never been issued one.

Specifies that applicants for original licenses must present at least two documents from a defined list to prove Mississippi residence, including utility bills, bank statements, employer verification, insurance policies, vehicle registration, tax documents, leases, or government-issued photo identification.

Creates a new "certificate for driving" that can be issued to individuals with authorized federal presence for specified periods (1-5 years) and to persons with disabilities for work-related travel only (4 years).

Certificate for driving must be clearly distinguishable from a standard driver's license and marked "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION"; subject to same laws as driver's licenses regarding convictions, suspensions, and revocations.
