Extends the COVID-19 Hospital Expanded Capacity Program reimbursement period from December 31, 2023 to December 31, 2024 for hospital expenses related to ICU and negative pressure bed creation.

Reimburses hospitals up to $200,000 per ICU bed created, with remaining funds used to reimburse up to $50,000 per negative pressure bed created.

Requires all grant applications be filed by December 31, 2023 and mandates recipients certify expenses comply with the American Rescue Plan Act (ARPA) of 2021.

Prohibits reimbursement for expenses already covered under the "Mississippi ICU Infrastructure Act" or for professional fees associated with bed creation.

Authorizes Department of Health to retain up to $150,000 for program administration and requires annual reporting to the Joint Legislative Budget Committee; program sunsets July 1, 2026.
