State Department of Mental Health and Division of Medicaid shall submit an application to the federal Substance Abuse and Mental Health Services Administration (SAMSHA) to join the Medicaid Certified Community Behavioral Health Clinic (CCBHC) Demonstration Program at the next available application period

Division of Medicaid, in collaboration with State Department of Mental Health, shall submit a State Plan Amendment to Centers for Medicare and Medicaid Services (CMS) to implement the CCBHC model as a pilot program in community mental health Regions 6 and 9 as soon as possible after the act's effective date

Community mental health centers in Regions 6 and 9 shall have the opportunity to apply for CCBHC certification by July 1, 2026

State Department of Mental Health shall certify and monitor CCBHC clinic compliance, while Division of Medicaid shall establish a prospective payment system (PPS) to fund the CCBHC program

CCBHC system shall provide comprehensive, holistic services with evidence-based practices and care coordination in partnership with law enforcement, schools, hospitals, primary care providers, and other community organizations
