Establishes a Youth Employment Grant Program administered by the Mississippi Department of Employment Security to help municipalities fund youth employment opportunities.

Eligible youth participants must be ages 16-24, currently enrolled in school or agreeing to enroll in high school or college, and be residents of the municipality.

Municipalities must submit an employment plan to the department and provide 20% matching funds for any grant received; plans must include at least 10% of work time devoted to developing basic life skills.

Creates a special Youth Employment Program Fund in the state treasury that will receive legislative appropriations and may retain unspent balances and interest earnings year to year.

Takes effect July 1, 2025.
