Establishes the Downtown Jackson Revitalization Coalition composed of 21 members including federal, state, and local officials to develop a comprehensive downtown revitalization plan.

Coalition membership includes U.S. Senators Wicker and Hyde-Smith, Congressman Bennie Thompson, the Governor, Lieutenant Governor, Speaker of the House, Mayor of Jackson, Jackson State University President, and representatives from various economic development and community organizations.

Requires the Lieutenant Governor to schedule an organizational meeting before September 1, 2025, with subsequent monthly meetings; decisions made by majority vote of members present.

Members serve without compensation, though state and local government employees may be reimbursed for mileage and necessary expenses; coalition may accept gifts and donations.

Coalition must submit a report to the Governor and Legislature by January 10, 2026, including an inventory of existing resources, description of activities, and recommendations for revitalizing downtown Jackson, reducing crime, and improving infrastructure.
