Authorizes the Commissioner of Public Safety to create rules and regulations allowing homeless persons to obtain an alternative state identification card that does not require proof of domicile.

Defines "homeless" as lacking a fixed, regular, and adequate residence, or living periodically in a public or private shelter or location providing temporary living arrangements.

Exempts homeless persons from standard identification card duration requirements and documentary evidence requirements related to citizenship or lawful presence status.

Modifies Section 45-35-7 to allow homeless persons to obtain identification cards under alternative procedures established by the Commissioner, separate from standard four-year or eight-year card issuance.

Effective July 1, 2025.
