Appropriates $2,000,000 from the Coronavirus State Fiscal Recovery Fund to the City of Jackson for fiscal year 2026 (July 1, 2025 – June 30, 2026) to pay costs associated with acquiring, demolishing, and/or removing blighted properties.

Requires the City of Jackson to verify that each expenditure complies with federal guidelines under Section 602 of the Social Security Act as amended by the American Rescue Plan Act of 2021 before disbursing any funds.

Mandates the city determine that recipients have not received and will not receive reimbursement from other sources, including insurance proceeds, for the expenses being funded.

Requires the city to certify to the Department of Finance and Administration that all expenditures comply with United States Department of the Treasury guidelines for using Coronavirus State Fiscal Recovery Fund monies.

Establishes that if federal inspectors determine funds were improperly spent, the city or recipient responsible must repay the misused funds to the State of Mississippi for federal repayment.
