Terminates membership in the Public Employees' Retirement System (PERS) for members convicted of or pleading guilty/nolo contendere to a felony related to their state employment committed on or after July 1, 2025.

Requires refund of accumulated contributions without interest to terminated members within 90 days of employer notification of conviction or plea.

Allows members charged with such crimes who retire before conviction to continue receiving retirement allowance until conviction/plea is final, then terminates the allowance and refunds any difference between payments received and contributions made.

Permits terminated members who were participating in the State and School Employees Life and Health Insurance Plan to continue coverage under the same conditions as retired employees.

Applies only after all appeals of conviction are concluded or appeal deadline expires; employer must notify the retirement system of conviction, plea, or final appeal conclusion.
