Creates a "Property Cleanup Revolving Fund" administered by the Mississippi Home Corporation to provide grants to municipalities for cleanup of tax-foreclosed properties, including cutting grass, removing debris, securing buildings, and draining standing water.

Municipalities with populations exceeding 145,000 (primarily Jackson) may apply for grants up to $2,000 per project through the Urban Renewal Authority and Parking Authority, with oversight from the Jackson Redevelopment Authority.

Limits municipalities to receiving no more than 15 grants per calendar year; grants may cover up to 100% of estimated project costs with a 3% maximum administration fee deducted from the grant.

Amends existing law to authorize the Secretary of State to use Land Records Maintenance Fund monies to contract with vendors for maintenance of tax-foreclosed lands and prevents the fund from lapsing into the General Fund at fiscal year-end.

Becomes effective July 1, 2025.
