Creates a Board of Directors for the Department of Human Services consisting of four members appointed by the Governor and three members appointed by the Lieutenant Governor, all subject to Senate confirmation, effective July 1, 2025.

Board members must be qualified electors of Mississippi; initial terms are staggered (two, three, and four years), with subsequent terms lasting four years; members receive per diem and travel expenses as provided by law.

Requires the Executive Director to consult with the Board of Directors before making major decisions affecting any department program or policy.

Mandates the Executive Director to attend all Joint Oversight Committee meetings and provide requested information and answer questions about department operations, programs, budget, and expenditures.

The entire provision creating the Board of Directors is repealed on July 1, 2026, making it a temporary measure.
