Creates a grant program administered by the Department of Public Safety to assist municipalities with populations of 5,000 or less in acquiring and installing security cameras and surveillance equipment.

Establishes the "Small Municipalities Security Cameras and Equipment Fund" in the state treasury to hold grant funds, with unexpended amounts not lapsing at fiscal year end.

Limits individual grants to a maximum of 75% of project costs, with a $30,000 annual cap per municipality.

Authorizes the issuance of up to $5,000,000 in state general obligation bonds to fund the grant program, with bonds maturing within 25 years and no bonds issued after July 1, 2029.

Takes effect July 1, 2025.
