Establishes the Division of Autism Services within the Bureau of Intellectual and Developmental Disabilities of the State Department of Mental Health to develop and coordinate autism services statewide.

Defines autism spectrum disorder (ASD) using the current Diagnostic and Statistical Manual of Mental Disorders published by the American Psychiatric Association.

Grants the Division authority to define its roles, develop an annual long-term plan for comprehensive statewide coordinated care based on scientific research and best practices, and ensure interagency collaboration and public participation.

Specifies that autism services must be designed to meet lifelong needs of individuals with ASD in collaboration with parents or guardians, delivered in inclusive environments where practical, and part of a coordinated system of care.

Takes effect July 1, 2025.
