Requires service members to provide Department of Defense photo identification and a Statement of Service from an installation adjutant general or commander to verify active duty or Active Guard and Reserve duty status before enrollment.

Limits eligible students to one school transfer per academic year and exempts school districts from providing transportation for enrolling or transferring students.

Requires parents or legal guardians to reapply for admission if their child transfers to a different school district or campus and later wishes to return to the previous school of attendance.
