Mandates towing companies engaged in private property towing maintain $1,000,000 minimum general liability insurance, attend annual certified training, carry a valid business license, and be owned by individuals with no felony convictions.

Requires towing company vehicles display the company name (3-inch letters), address, and telephone number (1-inch letters) on driver and passenger sides, and prohibits charging for the privilege of towing or accepting payment for towing rights.

Establishes that vehicle release must occur during regular business hours, owners have the right to inspect before accepting return without signing liability waivers, and improper removal makes the responsible party liable for removal costs, transportation, storage, damages, attorney's fees, and court costs.
