Authorizes Mississippi to issue general obligation bonds up to $100,000 to assist Hinds County in acquiring and installing surveillance cameras in rural areas.

Creates a special fund called the "2025 Hinds County Surveillance Cameras Fund" within the State Treasury to receive bond proceeds and disburse them for the surveillance camera project.

Bonds cannot be issued after July 1, 2029, and may mature up to 25 years from issuance with interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

Bonds are general obligations backed by the full faith and credit of the state, with any unpaid principal or interest to be covered by the State Treasurer from General Fund appropriations.

Interest earned on fund amounts must be used for debt service on the bonds, and any remaining fund balance after project completion shall be applied toward bond debt service.
